Dear GMA SHRM Members,

As summer gracefully fades, we find ourselves on the threshold of fall—a season of transformation and fresh beginnings. For families, this time of year marks the return to school for our youngsters. The energy of children embarking on new educational journeys mirrors our opportunities for growth and learning, reminding us that we are perpetually presented with opportunities to broaden our own horizons.

As we step into the fourth quarter, many of your worlds will be abuzz with excitement. It's a time of reaping the rewards of your diligent efforts, charting new goals, and finishing the year strong. The shifting landscape outside serves as a reminder that change is inevitable and brings fresh perspectives and opportunities.

Let's embrace this season together, offer mutual support as we navigate transitions, and celebrate achievements with one another. For an opportunity to do so in person, we hope you'll join us at the next Professional Development Summit (PDS) on September 12th. The first session focuses on safety/risk management and will be presented by an expert in this space, Chevon Bowen; the second session focuses on controlling workplace injuries and their impact and will be delivered by Alyssa Germaine.  

For some fall connections, we also invite you to check out the great opportunities to connect, learn more about GMA's volunteer opportunities, and get involved with some of our great committees by attending our upcoming GMA SHRM 101 event on September 19th! More details to come and registration is available on our events page. 

Speaking of connection, who's excited for all the fantastic opportunities to connect, learn, and expand their horizons at WI State SHRM's annual conference? I know I am and I hope you are too! If you have not yet registered, be sure to do so today at WI SHRM 2023 State Conference and opt to volunteer, as there are still opportunities to experience it as an attendee AND volunteer this year! 

One aspect of SHRM conferences, WI SHRM's and GMA's Human Capital Conference (HCC) that I love is the incredible speakers. While it may feel too early to think about it, GMA's conference planning has already begun! Our programming committee has our "Call for Speakers" open for those who want to present and be a GMA Speaker in 2024. So please check it out and share this opportunity with anyone you think would bring energy and insight to one of our events next year.

Legal Update – USCIS and DHS Launch Revised Form I-9 and Alternative Document Verification Procedure

The Department of Homeland Security (DHS) and U.S. Citizenship and Immigration Services (USCIS) have officially implemented changes to Form I-9 and remote document verification for E-Verify users.

Since August 1, 2023, qualified employers enrolled in E-Verify have been able to use an alternative procedure to remotely verify an employee’s I-9 identity and employment eligibility documents. This alternative verification method is not available for employers who do not use E-Verify.

Under the new guidelines, within three business days of an employee’s first day of employment, a qualified employer (or an authorized representative acting on such an employer’s behalf, such as a third-party vendor) who chooses to use the alternative procedure must do the following:

 

1)     Ask the employee to send a copy of the document(s) satisfying I-9 requirements to the employer. The employer shall then examine the copies (front and back, if the document is two-sided) to ensure that the documents presented reasonably appear to be genuine;
2)     Conduct a live video interaction with the individual presenting the document(s) to ensure that the documentation reasonably appears to be genuine and related to the individual. The document(s) presented must be the same as originally provided;
3)     Indicate on the Form I-9, by completing the corresponding box, that an alternative procedure was used to examine documentation to complete Section 2, or for reverification, as applicable;
4)     Retain, consistent with applicable regulations, a clear and legible copy of the documentation (front and back if the documentation is two-sided); and
5)     In the event of a Form I-9 audit or investigation by a relevant federal government official, make available the clear and legible copies of the identity and employment authorization documentation presented by the employee.

This alternative process is optional, and qualified employers may continue to examine documents instead of using the alternative procedure.

Qualified employers who were enrolled in E-Verify during the COVID-19 temporary flexibilities may use this alternative procedure to satisfy the requirement to physically examine Form I-9 documentation.

FORM I-9 UPDATES

The new version of Form I-9 dated August 1, 2023 is now available for all employers to use. The revised Form I-9 has the following changes:

 
  • Sections 1 and 2 are reduced to a single-sided sheet;
  • The form can be filled out digitally on tablets and mobile devices;
  • The preparer/translator certification section will become a standalone supplement that employers can provide to employees when necessary;
  • The Reverification and Rehire section will become a supplement that can be printed if needed;
  • The Lists of Acceptable Documents page is revised to include some acceptable receipts as well as guidance and links to information on automatic extensions of employment authorization documentation;
  • Form instructions are reduced significantly;
  • A checkbox is included allowing qualified employers to indicate they examined Form I-9 documentation remotely under a DHS-authorized alternative procedure rather than via physical examination.


Employers may continue to use the older version of Form I-9 (Rev. 10/21/2019) through October 31, 2023. After that date, employers who fail to use the new form will risk potential penalties. The revised Form I-9 can be downloaded from the USCIS website at www.uscis.gov/i-9.

As late summer arrives, the Programming Committee springs into action, fully engaged in crafting a visionary roadmap for the 2024 Professional Development Summits (PDS). Our unwavering commitment centers around curating PDS events brimming with enriching educational content, all offered as a complimentary resource for our esteemed GMA SHRM members.

Our journey commences with the issuance of Call for Proposals (CFPs) to a diverse pool of enthusiastic speakers. Upon receiving the CFPs, each submission undergoes meticulous scrutiny as we strive to identify the paramount content that aligns with our members' interests and qualifies for coveted certification credits. Our aspiration is to have the forthcoming year's program outlined by the close of the preceding year.

New Membership Offering – Retiree Membership
 

Have you retired from a career in the HR profession or do you know someone who has?  Want to stay connected to friends and the profession while also giving back?  GMA SHRM now offers a Retiree Membership option.  Dues are discounted to $25 for a 12 month membership for all retired HR professionals. 

To qualify you need to have been employed in Human Resources and no longer represent a company.   We ask Retiree Members get involved and join a committee and/or participate in monthly HR Advice Network group meetings (roundtables).

HR InTouch Guidelines

Article Writing:
Do you have an interest in writing for the HR InTouch? We have an interest in learning more about your area of expertise!
Why should you volunteer? Top three reasons: 1) to share your knowledge and experiences to educate others; 2) to become more connected in the HR and Dane County communities; and 3) to contribute towards the advancement of GMA SHRM and the HR profession.
The first step is for you to choose a submission option: you can pre-submit an article to GMA SHRM at any time for us to use in any of the upcoming newsletters, you can sign up to write for a particular month, or we can put you on a list of people to contact in future months whenever we need articles.
Article length:
Because the HR InTouch is now in an online format, the size is flexible. The article should be engaging and hold readers’ attention. Include the core information in your article, and we will advise if it is too lengthy.
Solicitation:
GMA SHRM is conscious not to allow solicitation through the articles, in an effort to protect the interests of our partners and members. The nature of the article should be educational (i.e., what are the business advantages of having a product like yours) or informational. Otherwise, if you truly are interested in advertising through the HR InTouch, you can work with our Marketing Committee. As a rule of thumb for article writing, if the submission relates to a for-profit event, or specifically markets your company (vs. your industry), it is an advertisement, and should be purchased. If it is a not-for-profit event that your company is hosting, or an announcement (i.e., a SHRM member recently joined your company), it is an acceptable addition to the HR InTouch content. If you have any questions related to the appropriateness of your submission, please contact us.
